Presidents Bush and Obama, pressed by circumstances, each brought two emergency appeals to the Supremes in their adjacent terms. Record high in the modern era and critically viewed at the time. President Trump brought seven emergency appeals in his first term, and nineteen so far in his second term. So reports the Washington Post.


Even with majorities in the legislative and judicial branches, a ruler could have such an appetite for sweeping change (versus governance) that the ruler will hack the very apparatus that has been put together by those who support the ruler over a forty-year period, and rule only by the rule of the ruler.
